Yes, you can create GPON demand layer manually, but it has to be a point vector layer.
WMS server provides raster data, so it can not be used with Gni Planner FTTH plugin. You can try to polygonize the raster data or you can look for a WFS server, which provides vector data.

There is also polygon layer named 'area' on your screenshot.
Please, make sure you are using correct non-empty layer as processing input.

Are you unable to access the url I sent? Yes, I can't access the url, sign up is required. I beleive I have a non-empty layer. Which version of QGIS are you using? Please, remove all other temporary polygon layers (QGIS in older versions tends to mismatch temporary layers in processing input).
