For now, we tested it, based on data you provided, with no succes (couldn't recreate error). As far as we concern problem might be caused by windows 10, but for right now we can't be sure. We're gonna test it further more, and try to solve this problem.

uninstall 2.18.28 and then reinstall a clean version of 2.18.14, worked for me in another problem(step 1), I also installed by command line python and needed plugins, worked up to step 4, where i get stuck with gniplannerftth error.

Well, i've been testing it on win10...and yes i was able to recreate this problem...
I've notify programming team, they may try to fix it...but...this is a free version of software, prepared and tested on linux that's why we HIGHLY recomend using it instead of windows.
It's much easier for us to check enything, and fix it.
